layer. Data flows from Sensor Nodes through RabbitMQ event bus to the ARIN Council, where Confidence-Reliability
Weighted Mean consensus produces a single explainable verdict. Six production modules on dedicated domains —

Discover & Route
Module Selection
Operator selects the appropriate analytical domain from seven production modules: Global Risk
Intelligence (geophysical-financial bridge, 280-factor stress), Risk Analyzer (portfolio quant), ARIN
(22-agent council), Investment (equity research), Crypto (digital asset analytics), News (narrative
intelligence), or KOKON (company control plane). Each module operates on a dedicated domain with isolated
infrastructure — no shared single points of failure.

Ingest & Normalize
Data Acquisition
Sensor Nodes (Bounded Context microservices) ingest heterogeneous data streams: market feeds (yfinance,
SEC EDGAR), on-chain analytics, multilingual news, geospatial data (USGS, FEMA), macroeconomic indicators
(World Bank, IMF), sanctions lists (OFAC), and cyber threat intelligence (CISA KEV). Raw data is compiled
into JSON, cached in local Redis for O(1) retrieval, serialized into Pydantic ReportEvent contracts, and
published to the RabbitMQ event bus (reports_queue).

Quantitative Analysis
Compute Engine
GPU-accelerated analytical pipeline: VaR/CVaR computation, Monte Carlo simulations (10K–100K paths via
cuDF), multi-factor stress testing, PCA-based factor decomposition, portfolio optimization (CVXPY), and
backtesting frameworks. Graph Neural Networks (PyTorch/CUDA) for systemic risk network propagation
detection. AI Service layer provides NIM inference and RAG for contextual enrichment of quantitative
outputs.

AI Orchestration
ARIN Council of 22
The orchestration brain (Service 6). Async consumer pulls ReportEvent from the event bus with
prefetch_count and asyncio.Semaphore for RAM/API protection. Hard Routing dynamically prunes the agent
graph — crypto reports skip Physical Asset, Supply Chain, and Insurance agents to prevent hallucination.
22 specialized agents analyze the report simultaneously. Final score computed via Confidence-Reliability
Weighted Mean (not averaging). Zero-Outcome Freeze blocks weight recalculation when actual_outcome = null,
preventing self-reinforcing reliability inflation. Dual-Publish delivers verdict to author (Reply-To
queue) and audit log (all_verdicts_queue).

Verdict Delivery
When a Sensor Node receives the VerdictEvent from RabbitMQ, it locates the original report in Redis (O(1)
access), mutates it by injecting council_verdict with full Audit Trail (consensus score, individual agent
scores, dissent flags, confidence intervals), and transitions the internal state machine from
WAITING_FOR_COUNCIL → APPROVED or REVISION. WebSocket event fires for instant UI update — zero polling.
Output: single explainable verdict (BUY/SELL/HOLD/AVOID) with institutional-grade transparency.

Fault Tolerance & Scale
Infrastructure Resilience
Graceful Degradation: LLM timeout or 429 errors return empty objects, not HTTP 500. Orchestrator computes
partial consensus from available agents and flags requires_human_review. Tenacity with exponential backoff
for API rate limiting. Horizontal scalability: 100× Sensor Node containers + 10× Orchestrator containers —
RabbitMQ Round-Robin load balancing. NVIDIA NIM API, NeMo Guardrails for safety compliance.
Docker/Kubernetes deployment with CI/CD pipelines. 99.8% uptime SLO.
